I spent half an hour scanning the previous list moving backwards (as I estimated he'd be pretty well placed) looking for where you'd slotted Vespasian in! Now, if anything, I'm pretty relieved it was just an inadvertent omission on your part.

1453 is the end of the Roman state, however the spirit of Rome lives on in the western civilisation. Russia is no successor of the Roman state and Ottomans are certainly not (if someone kills another person, he does not become him...).

I thought Philip II Augustus would be in the top five but am surprised to see him at no1, despite his genuinely massive achievements. After all, w.r.t. him sending the Plantagenets packing (for the first time), he did only manage to do so after the initial two that became Kings of England, the all-round hugely capable Henry II and the militarily very adept Richard I, were safely dead. After which, Philip was left with only John "Softsword" to deal with. Yet even so, it can indeed be said Philip's earlier achievements as a shrewd and very astute but also decidedly very 'junior' contemporary of those first two Angevin rulers, did include just successfully managing to retain his throne and some of France, anyway. Which he could then build on when the opportunity later arose.

Good choice of Elizabeth I as number 1. She WAS Belphoebe and Gloriana! The Queen regnant in every sense who would "have but one mistress here and no master" and whose reign saw England's independence preserved and then set the nation on the path leading to imperial global hegemony.

Spanish decadence? Perhaps it is a decadence compared to the immense power that Spain had for 150 years in Europe, between 1500-1650 (Napoleon 15 years, Hitler's Germany 3 years, the United Kingdom only small islands in Europe: Ireland, Cyprus, Malta...) No you can lose what you've never had. But the 18th century is a time of economic and military recovery of the Spanish empire, which doubles its territory: great plains of the USA, western coasts of the USA and Canada, Luisiana, Florida, Uruguay, Italy, Equatorial Guinea in Africa, Islands in Oceania... We defeated the British in various wars, capturing hundreds of Royal Navy ships and we defeated Austria. We also gave the USA the Spanish dollar and independence. Napoleon is the problem, also for all of continental Europe and for France. Only the islands, such as the United Kingdom or Malta, were saved.
